LCU-LED is the DTI Licensing and Consents Unit - Licensing Exploration and Development Branch. Tissa Jayasekera OBE (tissa.jayasekera@dti.gsi.gov.uk) from LCU-LED is Manager of the SHARP programme.

In consultation with our Advisory Committee ACHARR we have prepared and circulated the Invitation calling for JIP proposals for co-funding through SHARP this year. The deadline for submission of proposals is 26 March 2004 . The meeting of ACHARR to review short listed proposals is planned for May 2004.

The themes that have been identified as high priority are, research into advanced seismic techniques to identify producible hydrocarbon and to contain reservoir risks, techniques to unlock reserves in low permeability reservoirs and heavy oil reservoirs that have been discovered but lying fallow, and improving recovery from mature waterflooded reservoirs (brown fields). JIPs that have, on completion, a good chance of being taken up by the industry for field application perhaps through pilot schemes will be favoured. However it is not normal practice within SHARP to co-fund pilot schemes, as this is left to the industry and commercial interests, but LCU-LED will continue to encourage and support them technically.

This year we have restructured the programme for the annual DTI improved oil recovery research dissemination seminar to be held on the 22 and 23 June 2004 in Aberdeen . It recognises that improving hydrocarbon recovery from a mature province such as the UKCS is not a domain to be dominated by just reservoir engineers, but there is a huge dependence on the geoscientists as well. As such the programme will also have a fair geoscience content. Another major change is that there will be participation by all stakeholders - academia, industry and DTI - through presentations by all parties and also participation in panel discussions. The latter will address questions such as "Where are we with respect to the state of the art?", "What needs to be done and what's the way forward?" and so on. Look out for further notification, on the SHARP website , SPE Review and PESGB Newsletter. Details and online registration will be available from 19 April 2004 at http://events.senergyltd.com .
